The Capitol garage waterproofing and structural remediation project for the state of Florida were to resolve water degradation and structural wear of the two office building parking garages of the House and Senate. As the project progressed, the legislature passed directives to establish and manage locations for the placement and maintenance of memorials on the Capitol grounds above and surrounding the garages. Capitol Memorial Park was conceived as a result.
